Passenger Facility Charge (PFC) Application

The Wood County Airport Authority, as owner and operator of the Mid-Ohio Valley Regional Airport (PKB), has determined the need to submit an application to the Federal Aviation Administration (FAA) to impose and use a Passenger Facility Charge (PFC) at the Airport. PFC proceeds will be used to fund eligible project costs for certain projects at the Airport. The Authority is posting this public notice as part of the PFC application process under 14 CFR § 158.24. As part of this process, the Authority is providing the public with the following information regarding this PFC Application:

PFC level: The Authority is seeking approval from the FAA to maintain $4.50 on passengers enplaned at the Airport for the projects included in the PFC application.

Charge effective date: The charge effective date for this PFC application would be April 1, 2025.

Estimated charge expiration date: The estimated charge expiration date for this PFC application would be May 1, 2029.

Estimated total PFC revenue under this application: This application will increase the Authority’s “impose” authority by $136,539 and of that, $136,539 will be authorized as “impose and use”.

Description of projects to be included in the new PFC program:

  1. Snow Broom: The Mid-Ohio Valley Regional Airport is required to maintain the ability to remove snow accumulation from its primary runway (RWY 03-21) and associated primary areas. Based on sustaining between 20,000 and 40,000 operations a year, this requires a snow broom with the ability to continuously clear these surfaces with snow falling at a rate of one inch per The current snow broom is over 20 years old and it is not a sustainable asset due to limited parts availability and aging. As such it cannot reliably meet the airport’s snow removal requirements. The majority of a new snow broom costs are being covered with Airport Improvement Program (AIP) funds. The Airport has a copay for these AIP funds. The West Virginia Department of Transportation is paying half of the copay, which leaves 5% of the project to the Airport. The copay and remainder of the costs are eligible for PFC funding.

  1. Parking Lot Repaving: The Main Terminal parking lots at the Mid-Ohio Valley Regional required repaving due to surface integrity degradation. The majority of this project is being paid for through the use of AIP funds. The Airport used a portion of its Bipartisan Infrastructure Law (BIL) entitlement to cover additional costs to expand the scope of the project to the Northern Terminal parking lot. The Airport has a copay for this project. The West Virginia Department of Transportation is paying half of the copay, which leaves 5% of the project to the Airport. The Main Terminal parking lots are non­ revenue public use parking lots, and the Airport’s copay qualifies for PFC funding.

  1. Main Terminal Restroom Renovations: This project is to renovate the men’s and women’s restrooms in the Airport’s Main Terminal building. The renovation consists of a total demolish and rebuild of the restrooms. The majority of this project is being paid for through the use of AIP The Airport used a portion of its BIL entitlement to cover additional costs related to cost inflation. The Airport has a copay for this project. The West Virginia Department of Transportation is paying half of the copay, which leaves 5% of the project to the Airport. The Main Terminal restrooms serve the general public, and the Airport’s copay qualifies for PFC funding.
